En México en los últimos años se han deteriorado las condiciones de seguridad pública. En los ámbitos municipales es más evidente la debilidad del Estado al respecto, pues los ayuntamientos, como gobiernos de los municipios, carecen de las suficientes capacidades institucionales para contener el problema. Para su comprensión este documento tiene como objetivo conocer las competencias municipales en la materia a fin de construir un enfoque estratégico para su gestión. Se compone de cuatro apartados; el primero detalla las correspondientes competencias constitucionales y legales de los ayuntamientos. El segundo, realiza un acercamiento a sus capacidades institucionales al respecto. El tercero, identifica respuestas públicas para el nivel municipal y sus probables resultados. El último plantea elementos de un enfoque estratégico para gestionar la seguridad pública municipal. Se concluye que la seguridad pública, como función del Estado, requiere del fortalecimiento de los ayuntamientos para aprovechar el mejor conocimiento territorial de sus municipios.
In the last years in Mexico has been deteriorated the public security conditions. In the municipal levels is most evident the State weakness about that, due to that the councils, as the municipal government, lack of sufficient institutional capacities for control the problem. For his compression this document has as objective know the municipal faculties in the matter for building a strategic approach for his management. It compounds of four sections: the first details the constitutional and legal municipal faculties corresponding. The second make an approximation to the institutional capacities respective. The third identifies public responses for the municipal level and his outcomes probable. The last proposes elements for a strategic approach for management the municipal public security. It concludes that the public security, as a state function, requires the strengthening of the councils for take advantage of the best territorial knowledge of their municipalities.
